Jakarta – Pemerintah tidak melanjutkan insentif mobil listrik impor atau CBU (completely build up) tahun depan. Insentif mobil listrik impor itu akan berakhir pada Desember 2025 ini. Ada pertanyaan, apakah dengan dicabutnya insentif bikin harga mobil listrik naik?
Seperti diketahui, Pemerintah telah memberikan insentif berupa pembebasan bea masuk dan PPnBM ditanggung pemerintah untuk mobil listrik impor utuh atau CBU. Syaratnya, produsen otomotif yang menikmati insentif itu harus berkomitmen memproduksi mobilnya di Indonesia. Saat ini ada enam produsen yang berkomitmen untuk mendapat insentif tersebut yaitu, AION, Xpeng, Great Wall Motors, BYD, VinFast, dan Geely.
Jadi, mulai 2026 mereka yang mendapat insentif itu harus melakukan produksi lokal. Berdasarkan peta jalan kendaraan listrik di Indonesia, mobil listrik produksi lokal harus memenuhi tingkat komponen dalam negeri (TKDN) minimal 40 persen hingga 2026.
Lantas, apakah dicabutnya insentif mobil listrik itu bikin harga naik?
Dengan produksi lokal, yang ada justru ekspektasi harga mobil tersebut bisa lebih murah karena berbagai efisiensi biaya produksi lokal, penggunaan komponen dalam negeri dan sebagainya.
Namun, soal penyesuaian harga nantinya akan ditetapkan masing-masing pabrikan. CEO VinFast Indonesia Kariyanto Hardjosoemarto mengatakan pihaknya belum bisa menyampaikan apakah harga mobil listrik Vinfast bakal disesuaikan saat mobilnya sudah diproduksi lokal.
Menurut Kerry, pabrik Vinfast di Subang, Jawa Barat, akan mulai beroperasi akhir tahun ini.
“Kebijakan harga masih belum dapat kami sampaikan saat ini karena banyak faktor yang menjadi pertimbangan dalam penentuan harga kendaraan,” kata Kerry kepada detikOto, Selasa (16/9/2025)
Begitu juga dengan BYD. Bahkan, Head of Marketing PR and Government Relation BYD Motor Indonesia Luther T Panjaitan mengatakan harga mobil listriknya yang dijual saat ini disesuaikan dengan skema mobil yang akan diproduksi di dalam negeri nantinya.
“Struktur insentif dan tax policy yang kami lakukan saat ini itu membuat harga sebelum dan saat manufaktur itu sama,” kata Luther dikutip CNN Indonesia.
Contoh lain adalah AION. Saat ini, AION sudah memproduksi lokal mobil listrik AION V di pabriknya di Purwakarta, Jawa Barat. Harga AION V sejak awal peluncuran di Indonesia telah di-setting menggunakan skema harga Completely Knocked Down (CKD). Jadi, tidak ada perubahan harga antara AION V sebelum diproduksi lokal dan setelah diproduksi lokal.
